1 A BILL FOR AN ACT relating to motor vehicles; to amend section 60-6,230,
2 Revised Statutes Cumulative Supplement, 2018; to authorize the
3 operation of lighted-billboard motor vehicles; to harmonize
4 provisions; and to repeal the original section.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 60-6,230, Revised Statutes Cumulative Supplement,
2 2018, is amended to read:
3 60-6,230 (1) Except as provided in this section and sections
4 60-6,231 to 60-6,233, no person shall operate any motor vehicle or any
5 equipment of any description on any highway in this state with any
6 rotating or flashing light.
7 (2) Except for stop lights and directional signals, which may be
8 red, yellow, or amber, and except for lights used on a lighted-billboard
9 motor vehicle as authorized under subsection (6) of this section, no
10 person shall display any color of light other than red on the rear of any
11 motor vehicle or any equipment of any kind on any highway within this
12 state.
13 (3) Amber rotating or flashing lights shall be displayed on vehicles
14 of the Military Department for purpose of convoy control when on any
15 state emergency mission.
16 (4) A single flashing white light may be displayed on the roof of
17 school transportation vehicles during extremely adverse weather
18 conditions.
19 (5) Blue and amber rotating or flashing lights may be displayed on
20 (a) vehicles when operated by the Department of Transportation or any
21 local authority for the inspection, construction, repair, or maintenance
22 of highways, roads, or streets or (b) vehicles owned and operated by any
23 public utility for the construction, maintenance, and repair of utility
24 infrastructure on or near any highway.
25 (6) Lights, including colored lights and light-emitting diode
26 screens, may be displayed on the sides and rear of a lighted-billboard
27 motor vehicle.
28 Sec. 2. Original section 60-6,230, Revised Statutes Cumulative
29 Supplement, 2018, is repealed.
