1 A concurrent resolution directing the Legislative Management to consider studying
2 homelessness and barriers to housing, including consideration of the effectiveness of the
3 RentHelp program; the provision of housing financial support; legal assistance programs
4 available to tenants; state, local, or federal educational programs for tenants and landlords
5 regarding rights and responsibilities; month-to-month eviction rates by human service zone
6 area; definitions of homelessness or homeless rates used by government entities; barriers to
7 accessing housing; the manner in which homeless children receive services; historical rates of
8 homelessness; and how a community based approach to homelessness may reduce rates of
9 homelessness.
10 WHEREAS, in 2022, 5,622 people experienced homelessness in North Dakota, 1,341 of
11 whom were under the age of 19; and
12 WHEREAS, 610 people in the state were identified as homeless in one night in a 2022
13 Point-in-Time count; and
14 WHEREAS, the state does not have an entity designated to provide assistance to renters to
15 navigate leases; and
16 WHEREAS, the state received an estimated $363.7 million in COVID-19 relief funds to
17 provide housing, rent, homelessness, and utility support to North Dakotans; and
18 WHEREAS, there are multiple barriers that may impact an individual's ability to rent or own
19 a home;
20 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
21 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
22 That the Legislative Management consider studying homelessness and barriers to housing,
23 including consideration of the effectiveness of the RentHelp program; the provision of housing
24 financial support; legal assistance programs available to tenants; state, local, or federal
25 educational programs for tenants and landlords regarding rights and responsibilities; month-to-

1 month eviction rates by human service zone area; definitions of homelessness or homeless
2 rates used by government entities; barriers to accessing housing; the manner in which
3 homeless children receive services; historical rates of homelessness; and how a community
4 based approach to homelessness may reduce rates of homelessness; and
5 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
6 recommendations, together with any legislation required to implement the recommendations, to
7 the Sixty-ninth Legislative Assembly.
