1 A BILL for an Act to create and enact a new section to chapter 50-11.1 of the North Dakota
2 Century Code, relating to the establishment of a child care stabilization program.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. A new section to chapter 50-11.1 of the North Dakota Century Code is created
5 and enacted as follows:
6 Child care stabilization program.
7 1. The department shall establish a child care stabilization program to address child care
8 workforce shortages. The department shall remit a monthly payment to each licensed
9 early childhood services provider based on the number of children allowed to receive
10 early childhood services on the premise under the license. The monthly payment is
11 calculated at:
12 a. Fifty dollars per number of infants;
13 b. Thirty-five dollars per number of toddlers; and
14 c. Twenty-five dollars per number of children over the age of five years.
15 2. The department shall provide an additional monthly payment of twenty-five percent of
16 the total monthly payment calculated under subsection 1 to a provider that meets the
17 highest level in a voluntary quality improvement process.
18 3. A provider that receives funding under the program shall report annually to the
19 department on how the funding was used to directly address the wages and benefits
20 of child care workers.
21 4. Payment under the program must be discontinued if the provider is under a correction
22 order for longer than three months.
