1 A BILL for an Act to amend and reenact sections 15.1-18.2-05 and 15.1-18.2-06 of the North
2 Dakota Century Code, relating to the expansion of the teacher support program to include
3 support for teachers in their second, third, and fourth years of teaching; and to provide an
4 appropriation.
5 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
6 SECTION 1. AMENDMENT. Section 15.1-18.2-05 of the North Dakota Century Code is
7 amended and reenacted as follows:
8 15.1-18.2-05. Teacher support program - Establishment.
9 The education standards and practices board shall:
10 1. Establish and administer a teacher support program;
11 2. Employ an individual to serve as a first-year teacher support program coordinator;
12 3. who shall:
13 a. Select and train experienced teachers who will serve as mentors for first-year
14 teachers and assist the first-year teachers with instructional skills development;
15 or
16 b. If a school district or other employing entity listed in section 15.1-18.2-07 is not in
17 need of mentors for its first-year teachers, select and train experienced teachers
18 who will work with school district administrators and administrators from the other
19 employing entities to identify the needs of the non-first-year teachers and help
20 the non-first-year teachers address their particular needs through the use of:
21 (1) Research-validated interventions; and
22 (2) Proven instructional methods.
23 3. Employ an individual to serve as a two- to four-year teacher support program
24 coordinator who shall select and train experienced teachers who will serve as

1 mentors for a cohort of teachers in their second, third, or fourth year of teaching. A
2 teacher mentor shall facilitate support through monthly sessions and other
3 communication. The cohorts of teachers must include role-alike educators who may
4 be from different schools and districts.
5 SECTION 2. AMENDMENT. Section 15.1-18.2-06 of the North Dakota Century Code is
6 amended and reenacted as follows:
7 15.1-18.2-06. Teacher support program - Availability of services.
8 1. The education standards and practices board may use any moneys it receives for the
9 teacher support program to provide staff compensation, training, evaluation, and
10 stipends for mentors and experienced teachers who assist first-year and non-first-year
11 teachers participating in the programserve under subsection 2 of section 15.1-18.2-05,
12 and to pay for any other administrative expenses resulting from the program; provided,
13 however, that the board may not expend more than five percent of the moneys for
14 administrative purposes.
15 2. Subject to legislative appropriations, the education standards and practices board
16 shall provide compensation to:
17 a. Up to fifty mentors who serve under subsection 3 of section 15.1-18.2-05 a sum
18 of one thousand dollars per academic year; and
19 b. A coordinator employed under subsection 3 of section 15.1-18.2-05 a sum not
20 exceeding one hundred thousand dollars per year for salary and benefits.
21 SECTION 3. APPROPRIATION - DEPARTMENT OF PUBLIC INSTRUCTION - TEACHER
22 SUPPORT PROGRAM. There is appropriated out of any moneys in the general fund in the
23 state treasury, not otherwise appropriated, the sum of $300,000, or so much of the sum as may
24 be necessary, to the department of public instruction for the purpose of providing funding to the
25 education standards and practices board to compensate up to fifty mentors and one program
26 coordinator providing support for teachers in their second, third, and fourth years of teaching,
27 for the biennium beginning July 1, 2023, and ending June 30, 2025.
