1 A BILL for an Act to create and enact a new chapter to title 34 of the North Dakota Century
2 Code, relating to the centralization of administration of occupational boards; to provide for a
3 report to the legislative management; and to provide an effective date.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. A new chapter to title 34 of the North Dakota Century Code is created and
6 enacted as follows:
7 Definitions.
8 1. "Board" means an occupational or professional board established under title 43.
9 2. "Commissioner" means the labor commissioner.
10 Duties of commissioner.
11 The commissioner shall administer and provide administrative services for each board, the
12 education standards and practices board, and the state board of law examiners.
13 SECTION 2. LABOR COMMISSIONER - OCCUPATIONS AND PROFESSIONS -
14 REPORT TO LEGISLATIVE MANAGEMENT.
15 1. During the 2023-24 interim, the labor commissioner shall hold meetings with each
16 occupational board under title 43, the education standards and practices board, and
17 the state board of law examiners. The topics addressed at the meetings must include
18 administration of the boards, continuing education, and the licensure of out-of-state
19 applicants, with a goal of establishing a strategy to centralize administration of the
20 boards under the commissioner, to license out-of-state licensees within seventy-two
21 hours of application, and to revise continuing education requirements to recognize
22 long-practicing professionals.

1 2. During the 2023-24 interim, the labor commissioner shall provide the legislative
2 management with periodic reports on the status of the commissioner's implementation
3 of this section.
4 3. The labor commissioner shall prepare and request introduction of legislation for the
5 sixty-ninth legislative assembly which provides for centralization of administration of
6 occupational boards under the commissioner, streamlining of licensure of out-of-state
7 licensees, and revision of continuing education requirements.
8 SECTION 3. EFFECTIVE DATE. Section 1 of this Act becomes effective August 1, 2025.
