1 A concurrent resolution directing the Legislative Management to consider studying the feasibility
2 and desirability of using legacy fund earnings to provide a primary residence property tax credit.
3 WHEREAS, the assessment and levy of property taxes is the primary funding source for
4 numerous local government services; and
5 WHEREAS, property taxes levied by political subdivisions constitute a substantial share of
6 the cost of owning property in the state; and
7 WHEREAS, housing is a basic human necessity and action should be taken to decrease
8 the property tax burden on an individual's primary residence without decreasing the revenue
9 necessary for local government services; and
10 WHEREAS, consideration should be given to replacing all or a portion of primary residence
11 property tax revenue with an alternative, state-funded revenue source; and
12 WHEREAS, the estimated legacy fund earnings in the most recently approved legislative
13 forecast were $500,000,000 for the 2019-21 biennium, which could be considered as an
14 alternative funding source option;
15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
16 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
17 That the Legislative Management consider studying the feasibility and desirability of using
18 legacy fund earnings to provide a primary residence property tax credit; and
19 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
20 recommendations, together with any legislation required to implement the recommendations, to
21 the Sixty-eighth Legislative Assembly.
