1 A concurrent resolution directing the Legislative Management to consider studying the factors
2 contributing to the nation's firearm and ammunition shortage.
3 WHEREAS, the firearm and ammunition inventory of wholesalers and distributors, which is
4 at a historic low, is not due to a shortage in materials; and
5 WHEREAS, while firearm and ammunition retailers, wholesalers, and distributors had piles
6 of inventory in January 2020, by December 2020, the same racks and shelves were empty; and
7 WHEREAS, with an election year that has had significant consequences for gun rights, a
8 global pandemic event, rioting in cities and urban centers throughout the United States, there is
9 an unprecedented demand for self-defense tools; and
10 WHEREAS, North Dakota is one of the gun-friendliest states in the nation, a state in which
11 gun rights and hunting are sacred; and
12 WHEREAS, the Legislative Assembly should work to ensure the supply and price of
13 firearms and ammunition remains stable in North Dakota;
14 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
15 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
16 That the Legislative Management consider studying the factors contributing to the nation's
17 current firearm and ammunition shortage; and
18 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
19 recommendations, together with any legislation required to implement the recommendations, to
20 the Sixty-eighth Legislative Assembly.
