1 A concurrent resolution directing the Legislative Management to consider studying the
2 desirability and feasibility of North Dakota becoming more self-sufficient and less dependent on
3 the federal government, including studying the usefulness of a comprehensive state
4 management process to assess the immediacy, severity, and probability of risks from any
5 reduction of federal funds to the state, and how the state will marshal its human and capital
6 resources to prioritize and provide the most essential government services.
7 WHEREAS, as of October 2020, the national debt surpassed $27 trillion; and
8 WHEREAS, federal aid spending was $697 billion in 2018, which was distributed through
9 an estimated 1,386 separate programs; and
10 WHEREAS, the number of federal programs has tripled since the 1980s, indicating the
11 scope of federal activities has expanded as spending has grown; and
12 WHEREAS, the nation's fiscal recklessness poses a great, clear, and present threat to
13 America's future; and
14 WHEREAS, states receive between 24 and 49 percent of their general revenue from
15 federal funds, and on average rely on the federal government for 36 cents of every dollar spent
16 in state budgets; and
17 WHEREAS, this fiscal scenario is by all accounts unsustainable for the nation as well as for
18 our state and restoring fiscal sanity and sustainability is at the heart of jump-starting economic
19 growth and fostering a business climate in which companies can grow;
20 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
21 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
22 That the Legislative Management consider studying the desirability and feasibility of North
23 Dakota becoming more self-sufficient and less dependent on the federal government, including
24 studying the usefulness of a comprehensive state management process to assess the
25 immediacy, severity, and probability of risks from any reduction of federal funds to the state, and

1 how the state will marshal its human and capital resources to prioritize and provide the most
2 essential government services; and
3 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
4 recommendations, together with any legislation required to implement the recommendations, to
5 the Sixty-eighth Legislative Assembly.
