1 A BILL for an Act to create and enact a new section to chapter 15.1-21 of the North Dakota
2 Century Code, relating to required patriotism projects for public elementary school students;
3 and to provide a report to the legislative management.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. A new section to chapter 15.1-21 of the North Dakota Century Code is created
6 and enacted as follows:
7 Required patriotism projects - Elementary students - Inclusion in curriculum - Report
8 to the legislative management.
9 1. For purposes of this section:
10 a. "Patriotism project" means a student-led action on a community issue of the
11 student's choice which is intended to influence the issue positively and which
12 requires research and documentation regarding the process and outcome of the
13 action taken.
14 b. "Project-based" means a learning approach that engages students in essential
15 knowledge and skills through a student-influenced inquiry process.
16 2. Beginning July 1, 2022, each public school district that provides instruction to
17 elementary students shall ensure its curriculum includes a patriotism project. A school
18 district may integrate the project and related instruction into existing course curricula.
19 3. Every elementary student enrolled in a public school district in the state shall complete
20 at least one patriotism project in elementary school.
21 4. The superintendent of public instruction shall provide guidance to school districts
22 regarding quality standards for patriotism projects and the implementation of this
23 section.

1 5. The superintendent of public instruction and school districts may seek assistance from
2 third parties to implement professional development for staff related to project-based
3 patriotism education.
4 6. A school district may accept monetary donations from veterans' organizations located
5 in the state to provide patriotism project curriculum to elementary students.
6 7. Each school district shall provide patriotism project evaluation data to the
7 superintendent of public instruction at the time and in the manner requested by the
8 superintendent of public instruction.
9 8. The superintendent of public instruction shall report annually to the governor and the
10 legislative management regarding patriotism projects in school districts.
