1 A concurrent resolution urging the Department of Transportation to use dynamic message signs
2 solely for weather-related, road condition, emergency, work zone, and missing persons
3 messages.
4 WHEREAS, dynamic message signs provide information to the motoring public through an
5 electronic display; and
6 WHEREAS, messages on these signs may be changed depending on the circumstances;
7 and
8 WHEREAS, the intent of these messages often is a governmental attempt to modify
9 people's behavior and promote social conformity; and
10 WHEREAS, this state has 30 portable dynamic message signs used primarily for work
11 zones, and 46 permanent dynamic message signs; and
12 WHEREAS, using the signs for messages not necessary contradicts other regulations of
13 signs which provide for the beautification of the highway system; and
14 WHEREAS, displaying unnecessary messages creates a distraction to the driver when the
15 the Department of Transportation should be promoting nondistracted driving; and
16 WHEREAS, these signs can be obtrusive and distracting when not used with proper
17 discretion;
18 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
19 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
20 That the Sixty-seventh Legislative Assembly urges the Department of Transportation to use
21 dynamic message signs solely for weather-related, road condition, emergency, work zone, and
22 missing persons messages; and
23 BE IT FURTHER RESOLVED, that the Secretary of State forward a copy of this resolution
24 to the Director of the Department of Transportation.
