1 A BILL for an Act to provide for a legislative management higher education funding formula
2 review committee; and to provide for a report.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. HIGHER EDUCATION FUNDING FORMULA REVIEW COMMITTEE -
5 REPORT TO THE LEGISLATIVE MANAGEMENT.
6 1. During the 2019-20 interim, the higher education funding formula review committee is
7 created and composed of nine members as follows:
8 a. The Bismarck state college executive vice president, or a designee of the
9 executive vice president;
10 b. The university of North Dakota vice president for finance and operations, or a
11 designee of the vice president for finance and operations;
12 c. The North Dakota state university vice president for finance and administration,
13 or a designee of the vice president for finance and administration;
14 d. The Minot state university vice president for administration and finance, or a
15 designee of the vice president for administration and finance;
16 e. The commissioner of higher education, or a designee of the commissioner;
17 f. Two members of the house of representatives, appointed by the chairman of the
18 legislative management;
19 g. Two members of the senate, appointed by the chairman of the legislative
20 management.
21 2. The committee shall study the higher education funding formula, including the
22 appropriateness of certain credit-hour weighting factors and the potential or need for
23 additional weighting factors. The legislative council shall provide staff services to the
24 committee.

1 3. The committee shall report its findings and recommendations, together with any
2 legislation required to implement the recommendations, to the legislative
3 management.
