1 A concurrent resolution urging Congress and the President to fund construction of a wall and
2 border control impediments along with the strengthening of border control infrastructure, and
3 urging Congress and the President to ensure compliance with and enforcement of federal
4 immigration laws.
5 WHEREAS, the United States of America takes in more legal immigrants than any nation in
6 the world and the legal immigrants have overwhelmingly proven to be assets to the
7 communities in which they settle, and North Dakotans welcome all races, religions, and creeds
8 to our beloved state who immigrate legally to North Dakota to mix with and to add to our great
9 American melting pot; and
10 WHEREAS, existing federal immigration laws when ardently and equally enforced honor
11 the rich tradition of immigration and the rule of law upon which the American republic was
12 founded; and
13 WHEREAS, it is the duty and responsibility of the federal government to protect national
14 borders and secure the sovereignty of the United States of America as well as to enforce
15 immigration and employment laws for the protection of American citizens; and
16 WHEREAS, national security and law enforcement agencies repeatedly have identified the
17 entire United States border with Mexico as a major national security concern and a 2018
18 National Border Patrol Council survey of more than 600 agents in two of the Border Patrol's
19 busiest sectors, resulted in 89 percent of line agents affirming a "wall system in strategic
20 locations is necessary to securing the border"; and
21 WHEREAS, the enforcement of existing federal immigration laws, especially those
22 regarding national security, immigration, and employment are necessary for the preservation of
23 the sovereignty of this nation and the well-being of the American people; and

1 WHEREAS, strengthening the nation's southern border control infrastructure also will
2 alleviate the hardship experienced by the federal employees who are furloughed due to the
3 federal government being shutdown;
4 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
5 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
6 That the Sixty-sixth Legislative Assembly urges the Congress of the United States and the
7 President to fund construction of a wall and border control impediments along with the
8 strengthening of border control infrastructure to ensure compliance with and enforcement of
9 federal immigration laws; and
10 BE IT FURTHER RESOLVED, that the Secretary of State forward copies of this resolution
11 to the President of the United States, the Majority and Minority Leaders of the United States
12 Senate and the United States House of Representatives, and each member of the North Dakota
13 Congressional Delegation.
