1 A concurrent resolution directing the Legislative Management to consider studying the
2 implementation of the recommendations of the Human Services Research Institute's study of
3 North Dakota's behavioral health system.
4 WHEREAS, in 2017-18, the Human Services Research Institute conducted a
5 comprehensive study of North Dakota's behavioral health system for the Behavioral Health
6 Division of the Department of Human Services; and
7 WHEREAS, a main objective of the study was to provide actionable recommendations for
8 enhancing the comprehensiveness, integration, and cost-effectiveness of the state's behavioral
9 health system to effectively meet the needs of the community; and
10 WHEREAS, in conducting the study, the Human Services Research Institute conducted
11 focus groups, community listening sessions, and interviews around the state; and
12 WHEREAS, in April 2018, the Human Services Research Institute issued its final report
13 detailing its findings from the study; and
14 WHEREAS, the Human Services Research Institute's behavioral health analysis identified
15 13 categories and 65 specific recommendations to direct future behavioral health public policy
16 and services;
17 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE
18 HOUSE OF REPRESENTATIVES CONCURRING THEREIN:
19 That the Legislative Management consider studying the implementation of the
20 recommendations of the Human Services Research Institute's study of North Dakota's
21 behavioral health system; and
22 BE IT FURTHER RESOLVED, that in conducting the study, the legislative management
23 receive regular updates on each of the major recommendation areas from the report; identify
24 the availability, access, and delivery of behavioral health services; seek input from stakeholders,
25 including law enforcement, social and clinical service providers, medical providers, mental

1 health advocacy organizations, emergency medical service providers, juvenile court personnel,
2 educators, tribal governments, and state and local agencies; and consider options for improving
3 access and the availability for behavioral health care; and
4 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
5 recommendations, together with any legislation required to implement the recommendations to
6 the Sixty-seventh Legislative Assembly.
