1 A BILL for an Act to amend and reenact subsection 1 of section 43-12.3-06 of the North Dakota
2 Century Code, relating to the health care professional student loan repayment program.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. AMENDMENT. Subsection 1 of section 43-12.3-06 of the North Dakota
5 Century Code is amended and reenacted as follows:
6 1. The health council shall enter into a contract with a selected health care professional.
7 The health council shall agree to provide student loan repayments on behalf of the
8 selected health care professional subject to the requirements and limitations of this
9 section.
10 a. For a physician:
11 (1) The loan repayment must be equal tomay not exceed twenty thousand
12 dollars per year, and may not exceed one hundred thousand dollars over
13 five years; and
14 (2) The matching funds must equal fifty percent of the amount required in
15 paragraph 1.
16 b. For a clinical psychologist:
17 (1) The loan repayment must be equal tomay not exceed twelve thousand
18 dollars per year, and may not exceed sixty thousand dollars over five years;
19 and
20 (2) The matching funds must equal twenty-five percent of the amount required
21 in paragraph 1.
22 c. For an advanced practice registered nurse or a physician assistant:
23 (1) The loan repayment must be equal tomay not exceed four thousand dollars
24 per year, and may not exceed twenty thousand dollars over five years; and

1 (2) The matching funds must equal ten percent of the amount required in
2 paragraph 1.
3 d. (1) For a behavioral health professional:
4 (a)(1) The loan repayment must be equal tomay not exceed four thousand dollars
5 per year, and may not exceed twenty thousand dollars over five years; and
6 (b)(2) The matching funds must equal ten percent of the amount required in
7 subparagraph aparagraph 1.
8 (2)e. For purposes of this subdivisionsection, a behavioral health professional means
9 an individual who practices in the behavioral health field and is:
10 (a)(1) A licensed addiction counselor;
11 (b)(2) A licensed professional counselor;
12 (c)(3) A licensed social worker;
13 (d)(4) A registered nurse; or
14 (e)(5) A specialty practice registered nurse.
