1 A concurrent resolution directing the Legislative Management to consider studying the issues
2 and data reporting challenges related to missing and murdered indigenous people and human
3 trafficking cases.
4 WHEREAS, there are approximately 39,000 indigenous people living in the state; and
5 WHEREAS, indigenous people are victimized by human trafficking at rates higher than that
6 of the general population; and
7 WHEREAS, indigenous people are more than twice as likely to experience violent crimes
8 and at least twice as likely to experience rape and sexual assault crimes compared to other
9 races; and
10 WHEREAS, at least four out of five indigenous people have experienced violence in their
11 lifetime; and
12 WHEREAS, on some reservations, indigenous women are murdered at more than 10 times
13 the national average; and
14 WHEREAS, homicide is the third leading cause of death among indigenous women
15 between 10 and 24 years of age; and
16 WHEREAS, cases involving the disappearances of indigenous people often are difficult to
17 track, investigate, and prosecute in part due to jurisdictional challenges, lack of resources, and
18 lack of communication and coordination among federal, state, and tribal officials;
19 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
20 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
21 That the Legislative Management consider studying the issues and data reporting
22 challenges related to missing and murdered indigenous people and human trafficking cases;
23 and

1 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
2 recommendations, together with any legislation required to implement the recommendations, to
3 the Sixty-seventh Legislative Assembly.
