1 A concurrent resolution directing the Legislative Management to consider studying the
2 feasibility, desirability, and benefits of expanding the goods and services produced by
3 Roughrider Industries into additional noncompetitive markets to provide inmates with the
4 training and skills to successfully reintegrate inmates into society.
5 WHEREAS, Roughrider Industries is a division of the Department of Corrections and
6 Rehabilitation whose mission is to employ inmates to produce quality goods and services in a
7 self-sustaining manner that makes the time of incarceration productive, while preparing the
8 inmates to reintegrate into society; and
9 WHEREAS, with over 97 percent of inmates returning to the streets, equipping inmates with
10 the tools and job skills necessary to be productive and successful upon release reduces the
11 cost of transition and retraining on society; and
12 WHEREAS, Roughrider Industries does not use tax dollars to support correctional
13 programs, and all salaries, equipment, capital improvements, and operating expenses are paid
14 from revenues generated from the sale of the products and services; and
15 WHEREAS, Roughrider Industries may sell directly to nonprofit organizations, political
16 subdivisions, and governmental agencies, including federal, state, and tribal agencies, but may
17 not sell directly to the general public; and
18 WHEREAS, a comprehensive review and assessment of whether the quality goods and
19 services produced by Roughrider Industries should be expanded to cover additional
20 noncompetitive goods and services, including clothing or computer hardware, is necessary to
21 determine whether a mechanism allowing wholesaling of these additional noncompetitive goods
22 and services directly to the general public would aid inmates in their successful rehabilitation
23 and reintegration into society upon their release;
24 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
25 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:

1 That the Legislative Management consider studying the feasibility, desirability, and benefits
2 of expanding the goods and services produced by Roughrider Industries into additional
3 noncompetitive markets to provide inmates with the training and skills to successfully
4 reintegrate the inmates into society; and
5 BE IT FURTHER RESOLVED, that the study must include consultation with the Department
6 of Corrections and Rehabilitation and any private North Dakota business seeking to provide
7 input; and
8 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
9 recommendations, together with any legislation required to implement the recommendations, to
10 the Sixty-seventh Legislative Assembly.
