1 A concurrent resolution authorizing the Budget Section of the Legislative Management to hold
2 the required legislative hearings on state plans for the receipt and expenditure of new or revised
3 block grants passed by Congress.
4 WHEREAS, the Congress of the United States enacted the Omnibus Budget Reconciliation
5 Act of 1981 creating the community services block grant program; and
6 WHEREAS, the Legislative Assembly is required to conduct public hearings; and
7 WHEREAS, the Appropriations Committees have met the public hearing requirement for
8 community services block grant program money expected for the next biennium by the
9 Department of Commerce; and
10 WHEREAS, the Sixty-sixth Legislative Assembly cannot hold public hearings on revisions to
11 current block grants or additional block grants that may be approved by Congress after recess
12 or adjournment of the Legislative Assembly; and
13 WHEREAS, the Legislative Assembly will not meet in regular session during 2020, and thus
14 its public hearing responsibility for grants not approved by the Sixty-sixth Legislative Assembly
15 must be delegated to a legislative entity.
16 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
17 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
18 That the Department of Commerce appropriation bill enacted by the Legislative Assembly is
19 the Legislative Assembly's approval of and contains directions regarding the use of community
20 services block grant program money for the period ending September 30, 2021; and
21 BE IT FURTHER RESOLVED, that the Budget Section of the Legislative Management may
22 hold the public legislative hearings required for the receipt of additional block grants or other
23 federal moneys under the Omnibus Budget Reconciliation Act of 1981 or other relevant federal
24 statutes; and

1 BE IT FURTHER RESOLVED, that the authority granted by this resolution is in effect during
2 the period from the recess or adjournment of the Sixty-sixth Legislative Assembly through
3 September 30, 2021, and the Budget Section may provide public notice and hold the hearings
4 authorized by this resolution using the methods and procedures it deems appropriate.
