1 A BILL for an Act to amend and reenact section 15.1-02-04 of the North Dakota Century Code,
2 relating to the duty of the superintendent of public instruction to call a meeting to review the
3 statewide education strategic vision; and provide reports to the legislative assembly and
4 legislative management.
5 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
6 SECTION 1. AMENDMENT. Section 15.1-02-04 of the North Dakota Century Code is
7 amended and reenacted as follows:
8 15.1-02-04. Superintendent of public instruction - Duties.
9 The superintendent of public instruction:
10 1. Shall supervise the provision of elementary and secondary education to the students
11 of this state.
12 2. Shall supervise the establishment and maintenance of schools and provide advice and
13 counsel regarding the welfare of the schools.
14 3. Shall supervise the development of course content standards.
15 4. Shall supervise the assessment of students.
16 5. Shall serve as an ex officio member of the board of university and school lands.
17 6. Shall keep a complete record of all official acts and appeals.
18 7. As appropriate, shall determine the outcome of appeals regarding education matters.
19 8. Shall direct school district annexation, reorganization, and dissolution and employ and
20 compensate personnel necessary to enable the state board of public school education
21 to carry out its powers and duties regarding school district annexation, reorganization,
22 and dissolution.
23 9. Shall facilitate an annual meeting to review and update the statewide prekindergarten
24 through grade twelve education strategic vision. The meeting must be comprised of a

1 steering committee that includes representatives of all state-level entities receiving
2 state education funding and education stakeholder groups. Each steering committee
3 member entity receiving state education funds shall develop a strategic plan aligned to
4 the statewide strategic vision. The steering committee shall prepare a collaborative
5 report of the strategic plans of each committee member entity receiving state
6 education funds. The superintendent shall provide the collaborative report and any
7 updates to the strategic vision to the legislative management during each interim and
8 to a joint meeting of the education standing committees during each regular legislative
9 session.
