4 The General Assembly of North Carolina enacts:

6 PART I. TITLE AND INTRODUCTION

8 TITLE OF ACT
9 SECTION 1.1. This act shall be known as the "Current Operations Appropriations
10 Act of 2022."

12 INTRODUCTION
13 SECTION 1.2. The appropriations made in this act are for maximum amounts
14 necessary to provide the services and accomplish the purposes described in the budget in
15 accordance with the State Budget Act. Savings shall be effected where the total amounts
16 appropriated are not required to perform these services and accomplish these purposes, and the
17 savings shall revert to the appropriate fund at the end of the fiscal year, except as otherwise
18 provided by law.

22 GENERAL FUND APPROPRIATIONS
23 SECTION 2. Appropriations from the General Fund for the budgets of the State
24 departments, institutions, and agencies, and for other purposes as enumerated, are made for the
25 2022-2023 fiscal year, in accordance with the provisions of this act.

27 PART III. HIGHWAY FUND AND HIGHWAY TRUST FUND

29 CURRENT OPERATIONS AND EXPANSION/HIGHWAY FUND
30 SECTION 3.1. Appropriations from the State Highway Fund for the maintenance
31 and operation of the Department of Transportation and for other purposes as enumerated are
32 made for the 2022-2023 fiscal year, in accordance with the provisions of this act.

34 HIGHWAY TRUST FUND APPROPRIATIONS

1 SECTION 3.2. Appropriations from the State Highway Trust Fund for the
2 maintenance and operation of the Department of Transportation and for other purposes as
3 enumerated are made for the 2022-2023 fiscal year, in accordance with the provisions of this act.

5 PART IV. BLOCK GRANTS

7 DHHS BLOCK GRANTS
8 SECTION 4.1. Appropriations from federal block grant funds are made for the
9 2022-2023 fiscal year, in accordance with the provisions of this act.

11 NER BLOCK GRANTS
12 SECTION 4.2. Appropriations from federal block grant funds are made for the
13 2022-2023 fiscal year, in accordance with the provisions of this act.

15 PART V. MISCELLANEOUS

17 STATE BUDGET ACT APPLIES
18 SECTION 5.1. The provisions of the State Budget Act, Chapter 143C of the General
19 Statutes, are reenacted and shall remain in full force and effect and are incorporated in this act
20 by reference.

22 MOST TEXT APPLIES ONLY TO THE 2022-2023 FISCAL YEAR
23 SECTION 5.2. Except for statutory changes or other provisions that clearly indicate
24 an intention to have effects beyond the 2022-2023 fiscal year, the textual provisions of this act
25 apply only to funds appropriated for, and activities occurring during, the 2022-2023 fiscal year.

28 SECTION 5.3. The headings to the Parts, subparts, and sections of this act are a
29 convenience to the reader and are for reference only. The headings do not expand, limit, or define
30 the text of this act, except for effective dates referring to a Part or subpart.

32 SEVERABILITY CLAUSE
33 SECTION 5.4. If any section or provision of this act is declared unconstitutional or
34 invalid by the courts, it does not affect the validity of this act as a whole or any part other than
35 the part so declared to be unconstitutional or invalid.

37 EFFECTIVE DATE
38 SECTION 5.5. Except as otherwise provided, this act becomes effective July 1,
39 2022.
