2 AN ACT TO MAKE APPOINTMENTS TO THE BOARDS OF TRUSTEES FOR THE
3 CONSTITUENT INSTITUTIONS OF THE UNIVERSITY OF NORTH CAROLINA
4 UPON THE RECOMMENDATION OF THE PRESIDENT PRO TEMPORE OF THE
5 SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES.
6 Whereas, G.S. 116-31 authorizes the General Assembly to make appointments to the
7 board of trustees of each of the constituent institutions of The University of North Carolina upon
8 the recommendation of the Speaker of the House of Representatives and the President Pro
9 Tempore of the Senate pursuant to G.S. 120-121; and
10 Whereas, the President Pro Tempore of the Senate and the Speaker of the House of
11 Representatives have made recommendations; Now, therefore,
12 The General Assembly of North Carolina enacts:

14 PART I. PRESIDENT PRO TEMPORE'S RECOMMENDATIONS
15 SECTION 1.1. Steven D. Wyatt of Henderson County is appointed to the
16 Appalachian State University Board of Trustees to a term effective July 1, 2021, and to expire
17 June 30, 2025.
18 SECTION 1.2. Jeffrey Roberts of Martin County is appointed to the East Carolina
19 University Board of Trustees to a term effective July 1, 2021, and to expire June 30, 2025.
20 SECTION 1.3. Justin L. Waddell of Fairfax County, Virginia, is appointed to the
21 Elizabeth City State University Board of Trustees to a term effective July 1, 2021, and to expire
22 June 30, 2025.
23 SECTION 1.4. Frederick D. Nelson, Jr., of Johnston County is appointed to the
24 Fayetteville State University Board of Trustees to a term effective July 1, 2021, and to expire
25 June 30, 2025.
26 SECTION 1.5. Calvin R. Brodie of Franklin County is appointed to the North
27 Carolina Agricultural and Technical State University Board of Trustees to a term effective July
28 1, 2021, and to expire June 30, 2025.
29 SECTION 1.6. Emily M. Dickens of Durham County is appointed to the North
30 Carolina Central University Board of Trustees to a term effective July 1, 2021, and to expire June
31 30, 2025.
32 SECTION 1.7. Catherine B. Mitchell of Buncombe County, Fredrick L. Reese of
33 Henderson County, and Dr. Anthony Negbenebor of Cleveland County are appointed to the
34 North Carolina School of Science and Mathematics Board of Trustees for terms effective July 1,
35 2021, and to expire June 30, 2025.

1 SECTION 1.8. Lonnie C. "Ven" Poole of Wake County is appointed to the North
2 Carolina State University Board of Trustees to a term effective July 1, 2021, and to expire June
3 30, 2025.
4 SECTION 1.9. James S. Peterson of Buncombe County is appointed to the
5 University of North Carolina at Asheville Board of Trustees to a term effective July 1, 2021, and
6 to expire June 30, 2025.
7 SECTION 1.10. Dennis Bunker of Mecklenburg County is appointed to the
8 University of North Carolina at Charlotte Board of Trustees to a term effective July 1, 2021, and
9 to expire June 30, 2025.
10 SECTION 1.11. George Hoyle of Guilford County is appointed to the University of
11 North Carolina at Greensboro Board of Trustees to a term effective July 1, 2021, and to expire
12 June 30, 2025.
13 SECTION 1.12. Anna Michelle Ingram of Brunswick County is appointed to the
14 University of North Carolina at Pembroke Board of Trustees to a term effective July 1, 2021, and
15 to expire June 30, 2025.
16 SECTION 1.13. Kyle E. Petty of Mecklenburg County is appointed to the North
17 Carolina School of the Arts Board of Trustees to a term effective July 1, 2021, and to expire June
18 30, 2025.
19 SECTION 1.14. Robert Rippy of New Hanover County is appointed to the
20 University of North Carolina at Wilmington Board of Trustees to a term effective July 1, 2021,
21 and to expire June 30, 2025.
22 SECTION 1.15. William M. Kotis, III, of Guilford County is appointed to the
23 University of North Carolina at Chapel Hill Board of Trustees to a term effective July 1, 2021,
24 and to expire June 30, 2025.
25 SECTION 1.16. Joseph D. Crocker of Forsyth County is appointed to the Western
26 Carolina University Board of Trustees to a term effective July 1, 2021, and to expire June 30,
27 2025.
28 SECTION 1.17. Robert Barr of Forsyth County is appointed to the Winston-Salem
29 State University Board of Trustees to a term effective July 1, 2021, and to expire June 30, 2025.

32 SECTION 2.1. James E. Harris of Mecklenburg County is appointed to the
33 Appalachian State University Board of Trustees to a term to begin July 1, 2021, and to expire
34 June 30, 2025.
35 SECTION 2.2. Vincent C. Smith of Fairfax County, Virginia, is appointed to the
36 East Carolina University Board of Trustees to a term to begin July 1, 2021, and to expire June
37 30, 2025.
38 SECTION 2.3. James R. Copland, IV, of Craven County is appointed to the
39 Elizabeth City State University Board of Trustees to a term to begin July 1, 2021, and to expire
40 June 30, 2025.
41 SECTION 2.4. Dr. William Warner of Columbus County is appointed to the
42 Fayetteville State University Board of Trustees to a term to begin July 1, 2021, and to expire
43 June 30, 2025.
44 SECTION 2.5. The Honorable Paul Jones of Guilford County is appointed to the
45 North Carolina Agricultural and Technical State University Board of Trustees to a term to begin
46 July 1, 2021, and to expire June 30, 2025.
47 SECTION 2.6. James Walker of Mecklenburg County is appointed to the North
48 Carolina Central University Board of Trustees to a term to begin July 1, 2021, and to expire June
49 30, 2025.
50 SECTION 2.7. James Harrell of Wake County is appointed to the North Carolina
51 State University Board of Trustees to a term to begin July 1, 2021, and to expire June 30, 2025.

2 to the University of North Carolina at Asheville Board of Trustees to a term to begin July 1,

4 SECTION 2.9. Vinay B. Patel of Mecklenburg County is appointed to the University
5 of North Carolina at Chapel Hill Board of Trustees to a term to begin July 1, 2021, and to expire
6 June 30, 2025.
7 SECTION 2.10. The Honorable Teross Young of Iredell County is appointed to the
8 University of North Carolina at Charlotte Board of Trustees to a term to begin July 1, 2021, and
9 to expire June 30, 2025.
10 SECTION 2.11. Allison Harrington of Robeson County is appointed to the
11 University of North Carolina at Pembroke Board of Trustees to a term to begin July 1, 2021, and
12 to expire June 30, 2025.
13 SECTION 2.12. Charles F. McDowell, IV, of Forsyth County is appointed to the
14 University of North Carolina School of the Arts Board of Trustees to a term to begin July 1,
15 2021, and to expire June 30, 2025.
16 SECTION 2.13. The Honorable Holly Grange of New Hanover County is appointed
17 to the University of North Carolina at Wilmington Board of Trustees to a term to begin July 1,
18 2021, and to expire June 30, 2025.
19 SECTION 2.14. The Honorable William Brawley of Mecklenburg County is
20 appointed to the Western Carolina University Board of Trustees to a term to begin July 1, 2021,
21 and to expire June 30, 2025.
22 SECTION 2.15. Dr. Ricky Sides of Forsyth County is appointed to the
23 Winston-Salem State University Board of Trustees to a term to begin July 1, 2021, and to expire
24 June 30, 2025.
25 SECTION 2.16. Robert M. Freeman of Cabarrus County, Dr. Ellen C. Collett of
26 Burke County, and Kamal Kolappa, M.D., of Wake County are appointed to the North Carolina
27 School of Science and Mathematics Board of Trustees to terms to begin July 1, 2021, and to
28 expire June 30, 2025.

31 SECTION 3.1. This act is effective when it becomes law.
