2 AN ACT TO PROVIDE FUNDING FOR THE PURCHASE OF THE ANDREW JACKSON
3 SCHOOL IN WELDON ON BEHALF OF THE DEPARTMENT OF NATURAL AND
4 CULTURAL RESOURCES, TO PROVIDE FUNDING FOR THE DEVELOPMENT OF
5 THAT LAND TO COMPLEMENT THE EXISTING HISTORIC SITE, AND TO PROVIDE
6 GRANT FUNDS FOR THE ESTABLISHMENT OF A MUSEUM TO SUPPLEMENT THE
7 NATIONAL PARK SERVICE'S FREEDOM TRAIL.
8 The General Assembly of North Carolina enacts:
9 SECTION 1.(a) Notwithstanding Article 6 of Chapter 146 of the General Statutes,
10 G.S. 143-341(4)d., and any other provision of law to the contrary, the Department of
11 Administration shall acquire all of that real property owned by the Board of Education for
12 Weldon City Schools that is situated adjacent to the visitor's center for the Halifax State Historic
13 Site in Weldon, and known as a portion of the Andrew Jackson School site, on behalf of the
14 Department of Natural and Cultural Resources. The Department of Administration is authorized
15 to acquire the real property described in this section for an amount not exceeding fifty thousand
16 dollars ($50,000).
17 SECTION 1.(b) There is appropriated from the General Fund to the Department of
18 Administration the sum of fifty thousand dollars ($50,000) in nonrecurring funds for the
19 2021-2022 fiscal year to be used for the purposes described in this section.
20 SECTION 2. There is appropriated from the General Fund to Halifax County the
21 sum of fifty thousand dollars ($50,000) in nonrecurring funds for the 2021-2022 fiscal year to be
22 allocated as a grant-in-aid to Halifax Underground Railroad, a nonprofit organization, for the
23 purpose of establishing a museum to supplement the Freedom Trail, a part of the National Park
24 Service's designated Network to Freedom Program. The provisions of G.S. 143C-6-23 apply to
25 the grant funds described in this section.
26 SECTION 3. There is appropriated from the General Fund to the Department of
27 Natural and Cultural Resources the sum of one hundred fifty thousand dollars ($150,000) in
28 nonrecurring funds for the 2021-2022 fiscal year to be used by the Department to secure the
29 Andrew Jackson School site and initiate preliminary planning for the development of the site in
30 a manner complementary to the existing historic site.
31 SECTION 4. This act becomes effective July 1, 2021.
