1 A JOINT RESOLUTION TO ESTABLISH THE NORTH CAROLINA
2 SEMIQUINCENTENNIAL LEGISLATIVE COMMISSION.
3 Be it resolved by the House of Representatives, the Senate concurring:
4 SECTION 1.(a) There is established the North Carolina Semiquincentennial
5 Legislative Commission (Commission). The purpose of the Commission is to plan for the
6 observance of the semiquincentennial of the American Revolution in North Carolina. During the
7 course of its work, the Commission is encouraged to collaborate with the Executive Branch in
8 planning for the observance. The Commission shall propose events on multiple dates and in
9 multiple locations as historically appropriate and make recommendations for engaging one or
10 more historical preservation organizations to assist with implementation of the observance. In
11 addition to proposed dates and locations for events, the Commission shall estimate the cost of
12 the events and identify any proposed legislation or appropriation necessary to carry out the
13 observance.
14 SECTION 1.(b) The Commission shall consist of eight members as follows:
15 (1) Four members of the Senate appointed by the President Pro Tempore of the
16 Senate, two from the majority party and two from the minority party.
17 (2) Four members of the House of Representatives appointed by the Speaker of
18 the House of Representatives, two from the majority party and two from the
19 minority party.
20 SECTION 1.(c) The President Pro Tempore of the Senate and the Speaker of the
21 House of Representatives shall each appoint a cochair of the Commission. The cochairs shall call
22 the initial meeting of the Commission within 60 days of this act becoming law. A quorum of the
23 Commission is a majority of its members. The appointing authority shall fill vacancies. Any of
24 the following constitutes a vacancy: resignation from the Commission, failure to be reelected to
25 the General Assembly, or resignation or removal from service in the General Assembly.
26 SECTION 1.(d) Members of the Commission shall receive per diem, subsistence,
27 and travel allowances in accordance with G.S. 120-3.1.
28 SECTION 1.(e) Subject to the approval of the Legislative Services Commission, the
29 Commission may meet in the State Legislative Building, the Legislative Office Building, or any
30 other appropriate location within the State. The Legislative Services Commission, through the
31 Legislative Services Officer, shall assign professional staff to assist in the work of the
32 Commission. The House of Representatives' and the Senate's Directors of Legislative Assistants
33 shall assign clerical staff to the Commission, and the expenses relating to the clerical employees
34 shall be borne by the Commission. The Commission, while in the discharge of its official duties,
35 may exercise all the powers provided under G.S. 120-19, including the power to request all
36 officers, agents, agencies, and departments of the State to provide any information, data, or

1 documents within their possession, ascertainable from their records, or otherwise available to
2 them.
3 SECTION 1.(f) The Commission shall submit an interim report by December 1,
4 2021, to the cochairs of the Appropriations/Base Budget Committee of the Senate and the
5 cochairs of the Appropriations Committee of the House of Representatives. The Commission
6 shall submit a final report no later than April 15, 2022. The Commission shall terminate upon the
7 earlier of April 15, 2022, or submission of the report.
8 SECTION 2. This resolution is effective upon ratification.
