3 SCHOLARSHIP GRANT PROGRAM TO CHILDREN OF VETERANS WITHOUT
4 REQUIRING PRIOR ATTENDANCE IN A NORTH CAROLINA PUBLIC SCHOOL
5 AND TO WAIVE INCOME ELIGIBILITY CRITERIA FOR VETERANS WITH A
6 SERVICE-CONNECTED DISABILITY OF ONE HUNDRED PERCENT.
7 The General Assembly of North Carolina enacts:
8 SECTION 1. G.S. 115C-562.1(3) reads as rewritten:
9 "(3) Eligible students. – A student residing in North Carolina who has not yet
10 received a high school diploma and who meets all of the following
11 requirements:
12 a. Meets one of the following criteria:
13 …
14 6. Is a child whose parent or legal guardian (i) is on full-time duty
15 status in the active uniformed service of the United States,
16 including members of the National Guard and Reserve on
17 active duty orders pursuant to 10 U.S.C. § 12301, et seq., and
18 10 U.S.C. § 12401, et seq.seq., or (ii) served on active duty,
19 other than for training, in any component of the Armed Forces
20 of the United States for a period of 180 days or more, unless
21 released earlier because of service-connected disability, and
22 who was discharged or released from the Armed Forces of the
23 United States under other than dishonorable conditions.
24 a1. Has not enrolled in a postsecondary institution in a matriculated status
25 eligible for enrollment for 12 hours of academic credit.
26 b. Meets one of the following criteria:
27 1. Resides in a household with an income level not in excess of
28 one hundred fifty percent (150%) of the amount required for
29 the student to qualify for the federal free or reduced-price lunch
30 program. The Authority shall not count any distribution from
31 the estate of a decedent in calculating the income level of the
32 applicant's household for the purposes of determining
33 eligibility for a scholarship under this
34 sub-subdivision.sub-sub-subdivision.
35 2. Is a child whose parent (i) served on active duty, other than for
36 training, in any component of the Armed Forces of the United

1 States for a period of 180 days or more, unless released earlier
2 because of service-connected disability, and who was
3 discharged or released from the Armed Forces of the United
4 States under other than dishonorable conditions and (ii) has, or
5 had at the time of his or her death, a service-connected
6 disability of one hundred percent (100%) as rated by the United
7 States Department of Veterans Affairs."
8 SECTION 2. This act is effective when it becomes law and applies beginning with
9 applications submitted for scholarship grants for the 2022-2023 school year.
