5 THE HOUSE OF REPRESENTATIVES, THE PRESIDENT PRO TEMPORE OF THE
6 SENATE, AND THE LIEUTENANT GOVERNOR.
7 The General Assembly of North Carolina enacts:
8 SECTION 1. G.S. 143B-394 reads as rewritten:
9 "§ 143B-394. North Carolina Council for Women – members; selection; quorum;
10 compensation.
11 (a) Composition. – The North Carolina Council for Women of the Department of
12 Administration shall consist of 20 members appointed by the Governor. The initial members of
13 the Council shall be the appointed members of the North Carolina Council for Women, three of
14 whose appointments expire June 30, 1977, and four of whose appointments expire June 30, 1978.
15 Thirteen additional members shall be appointed in 1977, six of whom shall serve terms expiring
16 June 30, 1978, and seven of whom shall serve terms expiring June 30, 1979. At the ends of the
17 respective terms of office of the initial members of the Council and of the 13 members added in
18 1977, the appointment of their successors shall be for terms of two years and until their successors
19 are appointed and qualify. members: 14 appointed by the Governor, two appointed by the
20 Lieutenant Governor, two appointed by the President Pro Tempore of the Senate, and two
21 appointed by the Speaker of the House of Representatives. Beginning July 1, 2021, and annually
22 thereafter, the Governor shall appoint four members and the Lieutenant Governor, the President
23 Pro Tempore of the Senate, and the Speaker of the House of Representatives shall each appoint
24 two members. Members shall serve staggered, two-year terms and shall serve until their
25 successors are appointed and qualify.
26 (b) Vacancies. – Any appointment to fill a vacancy on the Council created by the
27 resignation, dismissal, death, or disability of a member shall be for the balance of the unexpired
28 term. Members of the Council shall be representative of age, sex, ethnic and geographic
29 backgrounds.
30 (c) Removal. – The Governor shall have the power to remove any member of the Council
31 appointed by the Governor from office in accordance with the provisions of G.S. 143B-16 of the
32 Executive Organization Act of 1973.
33 (d) Chair. – The Governor shall designate a member of the Council to serve as chairman
34 chair at the pleasure of the Governor.
35 (e) Compensation. – Members of the Council shall receive per diem and necessary travel
36 and subsistence expenses in accordance with the provisions of G.S. 138-5.

1 (f) Quorum. – A majority of the Council shall constitute a quorum for the transaction of
2 business.
3 (g) Staff, Services. – All clerical and other services required by the Council shall be
4 supplied by the Secretary of Administration."
5 SECTION 2. G.S. 143B-394.26 reads as rewritten:
6 "§ 143B-394.26. State Youth Advisory Council – members; selection; quorum;
7 compensation.
8 (a) Composition. – The State Youth Advisory Council of the Department of
9 Administration shall consist of 20 members. The composition and appointment of the Council
10 shall be as follows:
11 Ten youths to be elected by the procedure adopted by the Youth Advisory Council, which
12 shall include a requirement that four of the members represent youth organizations; and 10 seven
13 adults to be appointed by the Governor at least four three of whom shall be individuals working
14 on youth programs through youth organizations. organizations; and three adults, one each to be
15 appointed by the Lieutenant Governor, the President Pro Tempore of the Senate, and the Speaker
16 of the House of Representatives. Provided that no person shall serve on the Board for more than
17 two complete consecutive terms. The total membership shall reasonably reflect the
18 socioeconomic, ethnic, sexual, and geographical composition of the State.
19 The initial members of the Council shall be the appointed members of the Youth Advisory
20 Board who shall serve for a period equal to the remainder of their current terms on the Youth
21 Advisory Board. The current terms of the youth members expire July 1, 1976, the current terms
22 of four of the adult members expire April 7, 1976, and the remaining four adult members' terms
23 expire May 1, 1978. At the end of the respective terms of office of the initial members of the
24 Council, the appointment of their successors shall be as follows:
25 (1) Eight youth members to serve for terms beginning on July 1, 1976, and
26 expiring on June 30, 1977, and two additional youth members to serve for
27 terms beginning on July 1, 1977, and expiring on June 30, 1978. At the end of
28 the terms of office of these youth members of the Council, the appointment of
29 their successors shall be for terms of two years and until their successors are
30 appointed and qualify.
31 (2) Four adult members to serve for terms beginning on April 8, 1976, and
32 expiring on June 30, 1979; four adult members to serve for terms beginning
33 on May 1, 1978, and expiring on June 30, 1980; one additional adult member
34 to serve for a term beginning July 1, 1977, and expiring June 30, 1978; and
35 one additional adult member to serve for a term beginning July 1, 1977, and
36 expiring June 30, 1979. At the end of the respective terms of office of these
37 adult members of the Council, the appointment of their successors shall be for
38 terms of two years and until their successors are appointed and qualify. At
39 least one adult member shall be an advisor of a local youth council at
40 appointment and for the duration of the term. The total membership shall
41 reasonably reflect the socioeconomic, ethnic, sexual and sectional
42 composition of the State.
43 (b) Appointments. – Members shall be appointed as follows:
44 (1) The Youth Advisory Council shall elect eight youth members to serve
45 two-year terms commencing July 1 of odd-numbered years and elect two
46 youth members to serve two-year terms commencing July 1 of even-numbered
47 years.
48 (2) Beginning July 1, 2021, the Governor shall appoint four adult members to
49 terms expiring June 30, 2023, and three adult members to terms expiring June
50 30, 2024. At the end of the respective terms of the members appointed by this
51 subdivision, members shall be appointed to two-year terms. At least one adult

1 member shall be an advisor of a local youth council at appointment and for
2 the duration of the term.
3 (3) Beginning July 1, 2021, the Lieutenant Governor shall appoint one adult
4 member to a term expiring June 30, 2022; the President Pro Tempore of the
5 Senate shall appoint one adult member to a term expiring June 30, 2023; and
6 the Speaker of the House of Representatives shall appoint one adult member
7 to a term expiring June 30, 2023. At the end of the respective terms of the
8 members appointed in this subdivision, members shall be appointed to
9 two-year terms.
10 (c) Vacancies. – Any appointment to fill a vacancy on the Council created by the
11 resignation, dismissal, death, or disability of a member shall be for the balance of the unexpired
12 term. Members shall serve until their successors are appointed and qualify.
13 (d) Removal. – The Governor shall have the power to remove any member of the Council
14 appointed by the Governor from office in accordance with the provisions of G.S. 143B-16 of the
15 Executive Organization Act of 1973.
16 (e) Chair, Vice-Chair. – The Governor shall designate an adult member of the Council to
17 serve as chairman chair at the pleasure of the Governor. The Council shall elect a youth member
18 to serve as vice-chairman vice-chair for a one-year term.
19 (f) Quorum. – A majority of the Council shall constitute a quorum for the transaction of
20 business.
21 (g) Compensation. – Members of the Council who are not officers or employees of the
22 State shall receive per diem and necessary travel and subsistence expenses in accordance with
23 provisions of G.S. 138-5.
24 (h) Staff. – All clerical and other services required by the Council shall be supplied by
25 the Secretary of Administration."
26 SECTION 3. G.S. 143B-394.32 reads as rewritten:
27 "§ 143B-394.32. North Carolina Internship Council – members; selection; quorum;
28 compensation; clerical, etc., services.
29 The North Carolina Internship Council shall consist of 17 members, including the Secretary
30 of Administration or his designee, one member to be appointed by the Lieutenant Governor, one
31 member to be designated by and to serve at the pleasure of the President Pro Tempore of the
32 Senate, one member to be designated by and to serve at the pleasure of the Speaker of the House
33 of Representatives and the following 14 13 members to be appointed by the Governor to a
34 two-year term commencing on July 1 of odd-numbered years: two three representatives of
35 community colleges; four three representatives of The University of North Carolina system; two
36 representatives of private colleges or universities; three two representatives of colleges or
37 universities with an enrollment of less than 5,000 students; and three former interns.
38 At the end of the respective terms of office of the 14 13 members of the Council appointed
39 by the Governor, the appointment of their successors shall be for terms of two years and until
40 their successors are appointed and qualify. The Governor may remove any member appointed by
41 the Governor.
42 Any appointment to fill a vacancy on the Council created by the resignation, dismissal, death,
43 or disability of a member shall be for the balance of the unexpired term.
44 The Council shall meet at the call of the chairman chair or upon written request of at least
45 five members.
46 The Governor shall designate a member of the Council as chairman chair to serve at the
47 pleasure of the Governor.
48 Members of the Council shall receive per diem and necessary travel and subsistence expenses
49 in accordance with the provisions of G.S. 138-5.
50 A majority of the Council shall constitute a quorum for the transaction of business.

3 SECTION 4. This act becomes effective July 1, 2021, and applies to appointments
4 made on or after that date.
