3 ESTABLISH A SMOKE-FREE CAMPUS.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. G.S. 143-596 reads as rewritten:
6 "§ 143-596. Definitions.
7 As used in this Article, unless the context clearly provides otherwise:
8 (1) Constituent institution. – As defined in G.S. 116-2(4) and G.S. 116-4.
9 (1a) Grounds. – The Except with respect to East Carolina University, the area
10 located and controlled by State government that is within 100 linear feet of
11 any of the following:
12 a. A State-owned building allocated to and occupied by State
13 government.
14 b. A State-owned building leased to a third party.
15 c. A building owned by a third party and leased to State government.
16 For East Carolina University, the grounds mean any area located and
17 controlled by that constituent institution.

19 (5) Smoke, smokes, or smoking. – The use or possession of a lighted cigarette,
20 lighted cigar, lighted pipe, vapor product, as defined in G.S. 148-23.1, or any
21 other lighted tobacco product.

23 SECTION 2. This act becomes effective October 1, 2021.
