Short Title: $15/Hour Min. Pay for Noncert. Sch. Employees. (Public)

3 NONCERTIFIED PUBLIC SCHOOL EMPLOYEES TO BE AT LEAST FIFTEEN
4 DOLLARS PER HOUR.
5 The General Assembly of North Carolina enacts:
6 SECTION 1.(a) The hourly rate of the minimum salary for all noncertified public
7 school employees shall be at least fifteen dollars ($15.00) per hour. The State Board of Education
8 shall increase the minimum of all salary grades and ranges it maintains for noncertified public
9 school employees, as necessary, to achieve a minimum hourly rate of at least fifteen dollars
10 ($15.00) per hour.
11 SECTION 1.(b) Funds provided to local school administrative units pursuant to this
12 act may be used to supplement the salaries of noncertified public school employees whose
13 salaries are supported from non-State funds to meet the minimum hourly rate of at least fifteen
14 dollars ($15.00) per hour required by subsection (a) of this section. These funds shall not be used
15 to supplant State or non-State funds already provided for salaries of noncertified public school
16 employees.
17 SECTION 2. There is appropriated from the General Fund to the Department of
18 Public Instruction the sum of one hundred ten million dollars ($110,000,000) in recurring funds
19 for the 2021-2022 fiscal year to implement the provisions of this act.
20 SECTION 3. This act becomes effective July 1, 2021.
