Short Title: HBCU Programs/Project Funds. (Public)

4 BLACK COLLEGES AND UNIVERSITIES.
5 The General Assembly of North Carolina enacts:
6 SECTION 1. NCCU Integrated Biosciences Doctoral Program Expansion. – There
7 is appropriated from the General Fund to the Board of Governors of The University of North
8 Carolina the sum of two million dollars ($2,000,000) in recurring funds for the 2021-2022 fiscal
9 year to be allocated to North Carolina Central University to support the expansion of its doctoral
10 program in integrated biosciences focusing on health disparities in underrepresented populations
11 and for additional external research funding opportunities.
12 SECTION 2. NCCU Laboratory Equipment for BRITE/BBRI. – There is
13 appropriated from the General Fund to the Board of Governors of The University of North
14 Carolina the sum of three million dollars ($3,000,000) in nonrecurring funds for the 2021-2022
15 fiscal year to be allocated to North Carolina Central University (NCCU) for the purchase of
16 laboratory equipment and instruments for the Biomanufacturing Research Institute and
17 Technology Enterprise (BRITE) and the Julius L. Chambers Biomedical Biotechnology Research
18 Institute (BBRI) at NCCU.
19 SECTION 3. NC A&T State University Doctoral Programs. – There is appropriated
20 from the General Fund to the Board of Governors of The University of North Carolina the sum
21 of seven million five hundred thousand dollars ($7,500,000) in additional recurring funds for the
22 2021-2022 fiscal year to be allocated to North Carolina Agricultural and Technical State
23 University to support its doctoral programs. The funds shall be used to support new faculty and
24 graduate student services for the doctoral programs, including computer science, various
25 engineering fields, energy and environmental systems, education, agriculture, and rehabilitation
26 counseling.
27 SECTION 4. NC A&T State University Agricultural Programs. – There is
28 appropriated from the General Fund to the Board of Governors of The University of North
29 Carolina the sum of three million dollars ($3,000,000) in additional recurring funds for the
30 2021-2022 fiscal year to be allocated to North Carolina Agricultural and Technical State
31 University (NC A&T State University) to support its agricultural research and cooperative
32 extension activities by matching federal funds awarded to NC A&T State University as a
33 land-grant university pursuant to the National Agricultural Research, Extension, and Teaching
34 Policy Act of 1977, as amended, 7 U.S.C. § 3221, et seq. The required minimum match for
35 eligibility under the program is one dollar ($1.00) in nonfederal funds, including those made
36 available by State appropriation, for every one dollar ($1.00) in federal funds for agricultural

1 research and extension activities approved in the plan of work submitted to the Secretary of
2 Agriculture of the United States. It is also the intent of the General Assembly to appropriate
3 additional State funds as necessary to meet at least a minimum match of one dollar ($1.00) in
4 nonfederal funds for every one dollar ($1.00) in available federal funds for this program in
5 subsequent fiscal years to ensure compliance with federal law.
6 SECTION 5.(a) ESCU/Capital Project. – There is transferred from the General Fund
7 to the State Capital and Infrastructure Fund the sum of eighty million dollars ($80,000,000) in
8 nonrecurring funds for the 2021-2022 fiscal year.
9 SECTION 5.(b) There is appropriated from the State Capital and Infrastructure Fund
10 to the Board of Governors of The University of North Carolina the sum of eighty million dollars
11 ($80,000,000) in nonrecurring funds for the 2021-2022 fiscal year to provide funds for the
12 construction of a new dormitory building at Elizabeth City State University.
13 SECTION 6. This act becomes effective July 1, 2021.
