Short Title: Electrical Contracting Licensure Mods. (Public)

2 AN ACT TO MODIFY THE CLASSIFICATIONS OF ELECTRICAL CONTRACTING
3 LICENSES.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. G.S. 87-43.3 reads as rewritten:
6 "ยง 87-43.3. Classification of licenses.
7 (a) An electrical contracting license shall be issued in one of the following classifications:
8 (1) Limited, under which a licensee shall be permitted to engage in a single
9 electrical contracting project of a value, as established by the Board, not in
10 excess of one hundred thousand dollars ($100,000) and on which the
11 equipment or installation in the contract is rated at not more than 600
12 volts;volts. The limited classification and any special restricted classifications
13 shall require no more than 3,000 hours of experience, of which, no less than
14 2,000 hours shall consist of primary experience gained by direct installation
15 of electrical wiring and equipment governed by the National Electric Code.
16 (2) Intermediate, under which a licensee shall be permitted to engage in a single
17 electrical contracting project of a value, as established by the Board, not in
18 excess of two hundred thousand dollars ($200,000);($200,000). The
19 intermediate classification shall require no more than 5,750 hours of
20 experience, of which, no less than 5,000 hours shall consist of primary
21 experience gained by direct installation of electrical wiring and equipment
22 governed by the National Electric Code.
23 (3) Unlimited, under which a licensee shall be permitted to engage in any
24 electrical contracting project regardless of value;value. The unlimited
25 classification shall require no more than 9,000 hours of experience, of which,
26 no less than 8,000 hours shall consist of primary experience gained by direct
27 installation of electrical wiring and equipment governed by the National
28 Electric Code.
29 (b) and An electrical contracting license shall be issued in such other special Restricted
30 classifications as the Board may establish from time to time to provide, (i) for the licensing of
31 persons, partnerships, firms or corporations wishing to engage in special restricted electrical
32 contracting, under which license a licensee shall be permitted to engage only in a specific phase
33 of electrical contracting of a special, limited nature, and (ii) for the licensing of persons,
34 partnerships, firms or corporations wishing to engage in electrical contracting work as an
35 incidental part of their primary business, which is a lawful business other than electrical
36 contracting, under which license a licensee shall be permitted to engage only in a specific phase

1 of electrical contracting of a special, limited nature directly in connection with said primary
2 business.
3 (c) The Board may establish appropriate standards for each classification, such standards
4 not to be inconsistent with the provisions of G.S. 87-42. The Board may, by rule, modify the
5 project value limitations up to the maximum amounts set forth in this section for limited and
6 intermediate licenses no more than once every three years based upon an increase or decrease in
7 the project cost index for electrical projects in this State."
8 SECTION 2. This act becomes effective October 1, 2021, and applies to applicants
9 for licensure on or after that date.
