Short Title: Resume Funding Adult & Pediatric TBI Pilot. (Public)

2 AN ACT TO RESUME FUNDING FOR THE ADULT AND PEDIATRIC TRAUMATIC
3 BRAIN INJURY PILOT PROGRAM.
4 The General Assembly of North Carolina enacts:
5 SECTION 1.(a) The Department of Health and Human Services, Division of Mental
6 Health, Developmental Disabilities and Substance Abuse Services (DMH), shall resume the adult
7 and pediatric traumatic brain injury pilot program (TBI pilot program) authorized under Section
8 11F.9 of S.L. 2017-57, as amended by Section 3.3 of S.L. 2017-212.
9 SECTION 1.(b) There is appropriated from the General Fund to DMH the sum of
10 six hundred thousand dollars ($600,000) in nonrecurring funds for the 2021-2022 fiscal year to
11 be used to pay the contracted vendor for currently unfunded costs accrued by that vendor's
12 continuation of the TBI pilot program during the 2019-2021 biennium. There is appropriated
13 from the General Fund to DMH the sum of three hundred thousand dollars ($300,000) in
14 nonrecurring funds for the 2021-2022 fiscal year and three hundred thousand dollars ($300,000)
15 in nonrecurring funds for the 2022-2023 fiscal year to be used for the TBI pilot program.
16 SECTION 1.(c) No later than April 1, 2022, DMH shall submit a report on the TBI
17 pilot program to the Joint Legislative Oversight Committee on Health and Human Services and
18 the Fiscal Research Division. At a minimum, the report shall include all of the following:
19 (1) The number and outcome of patients served at each program site, broken down
20 by patient age and county of origin.
21 (2) A breakdown of expenditures at each program site by type of service.
22 (3) An estimate of the cost to expand the program incrementally and statewide.
23 (4) An estimate of any potential savings of State funds associated with expansion
24 of the program.
25 (5) If expansion of the TBI pilot program is recommended, a time line and plan
26 for expanding the program.
27 SECTION 2. This act becomes effective July 1, 2021.
