5 The General Assembly of North Carolina enacts:

7 INTRODUCTION
8 SECTION 1.1. The appropriations made in this act are for the maximum amounts
9 necessary to provide the services required to accomplish the objectives necessary for the State's
10 continuing recovery from the COVID-19 pandemic.

12 TITLE OF ACT
13 SECTION 1.2. This act shall be known, and may be cited, as the "Omnibus
14 Coronavirus Relief Act of 2021."

16 APPROPRIATIONS
17 SECTION 2.1.(a) Pandemic recovery appropriations from the General Fund of the
18 State for the maintenance of the State departments, institutions, and agencies, and for other
19 purposes relating to the COVID-19 pandemic, as herein enumerated, are made for the biennium
20 ending June 30, 2023, in accordance with the provisions of this act.
21 SECTION 2.1.(b) Federal funds for pandemic recovery for other related purposes
22 as enumerated are made for the biennium ending June 30, 2023, in accordance with the provisions
23 of this act.

25 STATE BUDGET ACT
26 SECTION 3.1. The provisions of the State Budget Act, Chapter 143C of the General
27 Statutes, are reenacted and shall remain in full force and effect and are incorporated in this act
28 by reference.

30 MOST TEXT APPLIES TO 2021-2023 BIENNIUM
31 SECTION 4.1. Except for statutory changes or other provisions that clearly indicate
32 an intention to have effects beyond the 2021-2023 fiscal biennium, the textual provisions of this
33 act apply only to funds appropriated for, and activities occurring during, the 2021-2023 fiscal
34 biennium.

1 SECTION 5.1.(a) The headings to the parts and sections of this act are a convenience
2 to the reader and are for reference only. The headings do not expand, limit, or define the text of
3 this act, except for effective dates referring to a part.
4 SECTION 5.1.(b) If any section or provision of this act is declared unconstitutional
5 or invalid by the courts, it does not affect the validity of this act as a whole or any part other than
6 the part so declared to be unconstitutional or invalid.

8 EFFECTIVE DATE
9 SECTION 6.1. Except as otherwise provided, this act becomes effective July 1,
10 2021.
