4 PROMOTE THE DEVELOPMENT OF SMALL BUSINESSES IN THE CITY AND TO
5 ENHANCE THE OPPORTUNITIES FOR SMALL BUSINESSES TO PARTICIPATE IN
6 CITY CONTRACTS AND AUTHORIZING THE CITY OF GREENSBORO TO REDUCE
7 THE SPEED LIMIT ON RESIDENTIAL STREETS TO 25 MILES PER HOUR.
8 The General Assembly of North Carolina enacts:
9 SECTION 1. Chapter VII of the Charter of the City of Greensboro, being Chapter
10 1137 of the Session Laws of 1959, as amended, is amended by adding a new Subchapter to read
11 as follows:
12 "SUBCHAPTER D. SMALL BUSINESS ENTERPRISE PROGRAM.
13 "Sec. 7.45. Small Business Enterprise Program. (a) The City may establish a race- and
14 gender-neutral small business enterprise program to promote the development of small
15 businesses in the Greensboro Metropolitan Statistical Area and to enhance opportunities for small
16 businesses to participate in City contracts. The City may define the term "small business
17 enterprise" as appropriate and consistent with the City's contracting practices. The City may
18 establish bid and proposal specifications that include subcontracting goals and good-faith effort
19 requirements to enhance participation by small business enterprises in City contracts.
20 Notwithstanding the provisions of G.S. 143-129 and G.S. 143-131(b), the City may consider a
21 bidder's efforts to comply with small business enterprise program requirements in its award of
22 City contracts and, if a bidder is determined to have failed to comply with the requirements, the
23 City may, within its discretion, refuse to award a contract to the bidder.
24 (b) The small business enterprise program authorized by this section is intended to
25 supplement and not replace the requirements of G.S. 143-128.2, 143-131(b), or 143-135.5. Any
26 goals or efforts established to achieve veteran, minority, and women's business participation
27 consistent with the requirements of G.S. 143-128.2, 143-131(b), or 143-135.5 shall take
28 precedence over goals for small business enterprise participation established under the program
29 authorized by this section. A small business enterprise program established pursuant to this
30 section shall be deemed consistent with the public policy of the State of North Carolina to
31 promote and utilize small and underutilized business enterprises as set forth in G.S. 143-128.2,
32 143-128.3, and 143-135.5."
33 SECTION 2.(a) Notwithstanding the provisions of G.S. 20-141(b)(1), the City of
34 Greensboro may, by ordinance, make it unlawful to operate a vehicle in excess of 25 miles per
35 hour on residential streets in the city.

1 SECTION 2.(b) Speed restrictions authorized by ordinance pursuant to this section
2 are not effective until signs giving notice of the speed restrictions are erected upon the streets
3 affected. All signs designed, manufactured, and erected as authorized in this act shall conform
4 with the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the
5 United States Department of Transportation, and any supplement to that Manual adopted by the
6 North Carolina Department of Transportation.
7 SECTION 2.(c) This section applies to the City of Greensboro only.
8 SECTION 2.(d) This section becomes effective December 1, 2021, and applies to
9 offenses committed on or after that date.
10 SECTION 3. Except as otherwise provided, this act is effective when it becomes
11 law.
