6 The General Assembly of North Carolina enacts:
7 SECTION 1.(a) G.S. 143B-1321 reads as rewritten:
8 "§ 143B-1321. Powers and duties of the Department; cost-sharing with exempt entities.
9 (a) The Department shall have the following powers and duties:

11 (34) Prepare and maintain statewide broadband maps to identify the capabilities
12 and needs related to broadband access and serve as the sole provider of
13 broadband mapping for State agencies.

15 SECTION 1.(b) G.S. 143B-1370 reads as rewritten:
16 "§ 143B-1370. Communications services.
17 (a) The State CIO shall exercise authority for telecommunications and other
18 communications included in information technology relating to the internal management and
19 operations of State agencies. In discharging that responsibility, the State CIO shall do the
20 following:

22 (5) Provide for the establishment, management, and operation, through either
23 State ownership, by contract, or through commercial leasing, of the following
24 systems and services as they affect the internal management and operation of
25 State agencies:
26 a. Central telephone systems and telephone networks, including Voice
27 over Internet Protocol and Commercial Mobile Radio Systems.
28 b. Satellite services.
29 c. Closed-circuit TV systems.
30 d. Two-way radio systems.
31 e. Microwave systems.
32 f. Related systems based on telecommunication technologies.
33 g. The "State Network," managed by the Department, which means any
34 connectivity designed for the purpose of providing Internet Protocol
35 transport of information for State agencies.

4 SECTION 1.(c) G.S. 143B-1373 reads as rewritten:
5 "§ 143B-1373. Growing Rural Economies with Access to Technology (GREAT) program.

7 (m) The Office of Broadband Infrastructure in the Department of Information Technology
8 (Office) shall be the designated agency for receipt and disbursement of federal grant funds
9 intended for the State for broadband expansion and shall seek available federal grant funds for
10 that purpose. All federal grant funds received for the purpose of broadband expansion shall be
11 disbursed in accordance with this section. The Office shall serve as the designated agency for the
12 receipt of all State, federal, and private grants, gifts, or matching funds for broadband mapping,
13 as provided by G.S. 143B-1370(a)(5)h. Funds received under this subsection shall remain
14 unexpended until appropriated by an act of the General Assembly.

16 SECTION 2. There is appropriated from the General Fund to the Department of
17 Information Technology the sum of one million dollars ($1,000,000) in nonrecurring funds for
18 the 2020-2021 fiscal year to be used for broadband mapping in accordance with
19 G.S. 143B-1370(a)(5)h.
20 SECTION 3. This act is effective when it becomes law.
