4 The General Assembly of North Carolina enacts:
5 SECTION 1. G.S. 88B-2 reads as rewritten:
6 "§ 88B-2. Definitions.
7 The following definitions apply in this Chapter:

9 (9a) Dermaplaning. – The controlled scraping of the skin using a sterile, surgical
10 blade held at a 45 degree angle for the removal of skin cells on the outer
11 stratum corneum and vellus hair. Dermaplaning shall not be used on the same
12 day as a peel, enzyme peel, or an exfoliation treatment or procedure.

14 (11a) Esthetics. – Refers to any of the following practices: giving facials; applying
15 makeup; performing skin care; dermaplaning; removing superfluous hair from
16 the body of a person by use of creams, tweezers, or waxing; applying
17 eyelashes to a person, including the application of eyelash extensions, brow
18 or lash color; beautifying the face, neck, arms, or upper part of the human
19 body by use of cosmetic preparations, antiseptics, tonics, lotions, or creams;
20 surface manipulation in relation to skin care; or cleaning or stimulating the
21 face, neck, ears, arms, hands, bust, torso, legs, or feet of a person by means of
22 hands, devices, apparatus, or appliances along with the use of cosmetic
23 preparations, antiseptics, tonics, lotions, or creams.

25 SECTION 2. The North Carolina Board of Cosmetic Art Examiners may adopt
26 temporary rules necessary to implement the provisions of this act.
27 SECTION 3. This act becomes effective October 1, 2021.
