7 STATE LEGISLATIVE BUILDINGS AND GROUNDS BY CERTAIN PERSONS
8 EXCEPTED FROM THE PROHIBITION SET FORTH IN G.S. 14-269.
9 The General Assembly of North Carolina enacts:
10 SECTION 1. G.S. 120-32.1 reads as rewritten:
11 "§ 120-32.1. Use and maintenance of buildings and grounds.
12 …
13 (c1) No rule adopted under this section shall prohibit any of the following:
14 (1) the The transportation or storage of a firearm in a closed compartment or
15 container within a person's locked vehicle or in a locked container securely
16 affixed to a person's vehicle. Notwithstanding any other provision of law, a
17 legislator or legislative employee who parks a vehicle in a State-owned
18 parking space that is leased or assigned to that legislator or legislative
19 employee may transport a firearm to the parking space and store that firearm
20 in the vehicle parked in the parking space, provided that: (i) the firearm is in
21 a closed compartment or container within the legislator's or legislative
22 employee's locked vehicle, or (ii) the firearm is in a locked container securely
23 affixed to the legislator or legislative employee's vehicle.
24 (2) The carrying of a concealed firearm by any of the following persons excepted
25 from the prohibition set forth in G.S. 14-269:
26 a. Officers and enlisted personnel of the Armed Forces of the United
27 States under G.S. 14-269(b)(1).
28 b. Civil and law enforcement officers of the United States under
29 G.S. 14-269(b)(2).
30 c. Officers and soldiers of the National Guard under G.S. 14-269(b)(3).
31 d. Officers of the State, or of any county, city, or town, under
32 G.S. 14-269(b)(4).
33 e. Qualified retired law enforcement officers under G.S. 14-269(b)(4b)c.
34 f. Sworn law enforcement officers, when off-duty, under
35 G.S. 14-269(b)(5).

1 (c2) Notwithstanding any other provision of law, a member of the General Assembly may
2 carry a concealed firearm while in or on the State legislative buildings and grounds if the member
3 (i) has a concealed handgun permit issued in accordance with Article 54B of this Chapter or
4 considered valid under G.S. 14-415.24, (ii) is acting in discharge of his or her duties as a member
5 of the General Assembly, and (iii) is not carrying a concealed firearm at any time while
6 consuming alcohol or an unlawful controlled substance or while alcohol or an unlawful substance
7 remains in the member's body. No rule adopted under this section shall prohibit a member of the
8 General Assembly from carrying a concealed firearm in accordance with the requirements of this
9 subsection. For purposes of this subsection, the term "State legislative buildings and grounds"
10 includes any other place at which the General Assembly, or a committee thereof, is conducting
11 official business.
12 (d) For Except as otherwise provided in subsection (c2) of this section, for the purposes
13 of this section, the term "State legislative buildings and grounds" means:

15 SECTION 2. This act is effective when it becomes law and applies to offenses
16 committed on or after that date.
