Short Title: Fund Prison Software Mgmt. Pilot Program. (Public)

2 AN ACT TO APPROPRIATE FUNDS TO CREATE A PRISON SOFTWARE
3 MANAGEMENT PILOT PROGRAM.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. There is appropriated from the General Fund to the Department of
6 Public Safety, Division of Adult Correction and Juvenile Justice, the sum of one million dollars
7 ($1,000,000) in nonrecurring funds for the 2020-2021 fiscal year to be used to develop and
8 administer a Prison Software Management Pilot Program (Pilot Program). The purpose of the
9 Pilot Program is to work with the most qualified technology vendor to transform the State Prison
10 Management Information Systems with software infrastructure and equipment upgrades that will
11 enable the Department of Public Safety, Division of Adult Correction and Juvenile Justice, to
12 create a new shared database platform to replace the current OPUS System.
13 SECTION 2. The requirements to select the qualified technology vendor to create
14 the Pilot Program referenced in Section 1 of this act shall include each of the following:
15 (1) The ability to efficiently and seamlessly integrate the Pilot Program with the
16 Administrative Office of the Courts (AOC) Case Management System (CMS),
17 North Carolina Warrant Repository (NCAWARE), Criminal Justice Law
18 Enforcement Automated Data Services (CJLEADS) application, E-Citation
19 system, and North Carolina Government Data Analytics Center (GDAC).
20 (2) The ability to efficiently and seamlessly integrate the Pilot Program with local
21 jail management software systems.
22 (3) Proof of current contracts with North Carolina sheriff's offices for local jail
23 management and record management software services.
24 (4) A willingness to reimburse Pilot Program implementation costs and first year
25 software licensure costs for local sheriff's offices that (i) are currently under
26 contract with the vendor or (ii) enter into a contract with the vendor by
27 December 31, 2022.
28 (5) A willingness to provide cybersecurity services for the Pilot Program.
29 SECTION 3. This act becomes effective July 1, 2020.
