Short Title: Graduating Sr Numeric Grade/Appropriate Funds. (Public)

2 AN ACT TO ALLOW GRADUATING SENIORS TO RECEIVE NUMERIC GRADES ON
3 TRANSCRIPTS AND TO APPROPRIATE FUNDS ACCORDINGLY.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. Notwithstanding State Board of Education policy GRAD-009,
6 including emergency additions to the policy approved March 27, 2020, and April 23, 2020, or
7 any other policy or guidance to the contrary, for spring courses during the 2019-2020 school
8 year, a local board of education shall have authority, in its discretion, to allow graduating seniors
9 to choose one of the two following options for how each course grade will appear on transcripts:
10 (1) Numeric grade, defined as the highest of (i) the grade representing learning as
11 of March 13, 2020, or (ii) the grade as improved during the remainder of the
12 semester through remote instruction.
13 (2) Pass or Withdrawal, as appropriate.
14 SECTION 2.(a) There is appropriated from the General Fund to the Department of
15 Public Instruction for the 2019-2021 fiscal biennium the sum of ten thousand dollars ($10,000)
16 in nonrecurring funds to implement the requirements of this act, including ensuring that the
17 appropriate codes are available in PowerSchool for senior grade entry.
18 SECTION 2.(b) The provisions of the State Budget Act, Chapter 143C of the
19 General Statutes, are reenacted and shall remain in full force and effect and are incorporated in
20 this act by reference.
21 SECTION 2.(c) Except where expressly repealed or amended by this act, the
22 provisions of any other legislation enacted during the 2019 Regular Session of the General
23 Assembly expressly appropriating funds to an agency, a department, or an institution covered
24 under this act shall remain in effect.
25 SECTION 2.(d) If House Bill 966, 2019 Regular Session, becomes law, and any
26 provision of that act or a provision of the Committee Report described in Section 42.2 of that act
27 conflicts with this act, this act shall control.
28 SECTION 3. This act is effective when it becomes law.
