1 A JOINT RESOLUTION ADJOURNING THE 2019 REGULAR SESSION OF THE
2 GENERAL ASSEMBLY TO A DATE CERTAIN AND LIMITING THE MATTERS
3 THAT MAY BE CONSIDERED UPON RECONVENING.
4 Be it resolved by the Senate, the House of Representatives concurring:
5 SECTION 1. When the House of Representatives and the Senate jointly adjourn on
6 the date this resolution is ratified, they stand adjourned to reconvene on Wednesday, November
7 13, 2019, at 12:00 noon.
8 SECTION 2. During the regular session that reconvenes on Wednesday, November
9 13, 2019, only the following matters may be considered:
10 (1) Bills responding to actions related to litigation concerning the districts for
11 Congress, State House, and State Senate.
12 (2) A joint resolution further adjourning the 2019 Regular Session or amending a
13 joint resolution adjourning the 2019 Regular Session to a date certain.
14 SECTION 3. When the House of Representatives and the Senate jointly adjourn the
15 session convened on Wednesday, November 13, 2019, they stand adjourned to reconvene on
16 Tuesday, January 14, 2020, at 12:00 noon.
17 SECTION 4. During the regular session that reconvenes on Tuesday, January 14,
18 2020, only the following matters may be considered:
19 (1) Bills returned by the Governor with his objections under Section 22 of Article
20 II of the North Carolina Constitution, but solely for the purpose of considering
21 overriding of the veto upon reconsideration of the bill.
22 (2) Bills providing for the selection, appointment, or confirmation as required by
23 law, including the filling of vacancies of positions for which the appointees
24 were elected by the General Assembly upon recommendation of the Speaker
25 of the House of Representatives, President of the Senate, or President Pro
26 Tempore of the Senate.
27 (3) Bills providing for action on gubernatorial nominations or appointments.
28 (4) Bills responding to actions related to litigation concerning the districts for
29 Congressional, State House, State Senate, judicial, municipal, county, and
30 other elected officials' actions and any other litigation challenging the legality
31 of legislative enactments.
32 (5) Adoption of conference reports for bills which were in conference on or before
33 the date this resolution is adopted, and conferees had been appointed by both
34 houses on or before that date.
35 (6) Bills addressing funding for and oversight of the Department of
36 Transportation.
37 (7) Bills addressing access to health care.

2 (9) A joint resolution further adjourning the 2019 Regular Session or amending a
