Short Title: DMV/High-Risk Driving Behaviors. (Public)

2 AN ACT TO REQUIRE THE DIVISION OF MOTOR VEHICLES TO EDUCATE THE
3 PUBLIC ON HIGH-RISK DRIVING BEHAVIORS.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. The Division of Motor Vehicles (hereinafter "Division"), in
6 consultation with the Department of Public Safety, shall develop a program to educate the public
7 on the following high-risk driving behaviors: (i) dangers of texting while driving, (ii)
8 requirements of the Move Over Law, and (iii) speed limits and other restrictions in school and
9 construction zones. As part of the program, the Division shall engage in public outreach efforts
10 to inform as many people as possible about high-risk driving behaviors, including developing
11 and executing an advertising campaign. In addition, the Division shall incorporate testing on
12 high-risk driving behaviors into the Division's written, traffic sign, and driving skills tests.
13 SECTION 2. By December 1, 2019, the Division shall report to the chairs of the
14 Joint Legislative Transportation Oversight Committee and the Joint Legislative Oversight
15 Committee on Justice and Public Safety on the Division's efforts to educate the public about
16 high-risk driving behaviors and the status of incorporating testing on high-risk driving behaviors
17 into the Division's written, traffic sign, and driving skills tests.
18 SECTION 3. This act is effective when it becomes law.
