Short Title: DuPont State Forest-Financial Study. (Public)

4 FINANCIAL SUSTAINABILITY AND PROPER STEWARDSHIP OF DUPONT STATE
5 RECREATIONAL FOREST.
6 The General Assembly of North Carolina enacts:
7 SECTION 1.(a) The Department of Agriculture and Consumer Services shall study
8 the finances and operating model of DuPont State Recreational Forest (Forest) and create a plan
9 for a sustainable income stream that will help preserve and protect the Forest. At a minimum, the
10 Department should include the following components in its study and plan:
11 (1) A financial model based on data from other in-State and out-of-state models.
12 (2) An entry fee that will favor North Carolina citizens and require out-of-state
13 visitors to contribute towards the sustainable operation of the Forest in
14 proportion to their use of facilities and amenities funded by State taxpayers.
15 (3) A recommendation for legislative action needed to ensure that Forest receipts
16 may only be utilized for the capital and maintenance needs of the Forest.
17 (4) Capital projects and operational changes needed to improve the safety of
18 visitors to the Forest that currently park on the roadside.
19 SECTION 1.(b) The Department shall report its findings and recommendations to
20 the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources
21 and the Fiscal Research Division on or before February 1, 2020.
22 SECTION 2. This act is effective when it becomes law.
