Currently, facilities designed to incinerate solid waste must provide a health and safety buffer of at least 50 feet from a facility located in a nonresidential area in St. Louis City and at least 300 feet from a facility anywhere else in the state.
This bill requires a new transfer station in a county with a charter form of government to provide a buffer zone determined by the Department of Natural Resources that extends at least 1000 feet from the facility located in a residential area, unless the transfer station is permitted to transfer directly from the inbound hauling vehicle to the outbound hauling vehicle and does not store solid wast overnight. The Department must consider certain types of buildings when establishing the buffer zone.
This bill is similar to HCS HB 93 (2023) .
