HCS HB 2673 -- USE OF REFRIGERANTS

SPONSOR: Billington

COMMITTEE ACTION: Voted "Do Pass with HCS" by the Standing Committee on Conservation and Natural Resources by a vote of 16 to 1.

The following is a summary of the House Committee Substitute for HB 2673.

This bill specifies that no building code adopted by a political subdivision may prohibit the used of refrigerants that are approved for use by federal law, provided any related equipment is installed in accordance with federal laws. Any provisions of a building code that violates this section are null and void.

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that since there is no statewide building code in Missouri, without this bill, there will be no uniform transition to the use of the new, more environmentally- friendly refrigerants. This bill would allow for a consistent implementation statewide.

Testifying for the bill were Representative Billington; Air- Conditioning, Heating, and Refrigeration Institute; and Matt Lattanzi, Nortek Global HVAC. Additional testimony was submitted in support of the bill.

OPPONENTS: Written testimony was submitted in opposition to the bill.

Written testimony has been submitted for this bill. The full written testimony can be found under Testimony on the bill page on the House website.
