HB 2586 -- SOLID WASTE FORFEITURE FUNDS

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Conservation and Natural Resources by a vote of 14 to 0.

Currently, all solid wasted forfeited collateral is deposited into the General Revenue Fund. This bill specifies this collateral will go into the Solid Waste Forfeitures Account Postclosure Fund and any forfeited funds from solid waste facilities currently in the General Revenue Fund will be transfered to the Postclosure Fund. In addition, the bill authorizes the funds to be expended for the implementation of corrective action, in addition to closure and postclosure plans.

PROPONENTS: Supporters say that this bill that the forfeited funds currently go to the General Revenue Fund, but can only be used for certain purposes. This bill specifies the fund in which the forfeited funds should be deposited so that the funds can better be accounted for.

Testifying for the bill were Representative Kelly; and Mike Sutherland, Department of Natural Resources.

OPPONENTS: There was no opposition voiced to the committee.
