HB 1645 -- SOLID WASTE MANAGEMENT

Currently, facilities designed to incinerate solid waste must provide a health and safety buffer of at least 50 feet from a facility located in a nonresidential area in St. Louis City and at least 300 feet from a facility anywhere else in the state.

This bill requires a new commercial solid waste processing facility in a county with a charter form of government to provide a buffer zone determined by the Department of Natural Resources that extends at least 1000 feet from the facility located in a residential area. The Department must consider certain types of buildings when establishing the buffer zone.

This bill is similar to HB 446 (2021).
