This bill requires proof of Missouri residence at the time of applying for voter registration. An applicant may use a Missouri REAL ID or use copies of the document provided at state expense. Applications by mail or using the Online Voter Registration System may make use of unofficial copies of documents proving citizenship.

The Secretary of State's Office will maintain an automated phone system for confirmation of voter registration. For applications by mail, an election authority will send a postcard notifying the applicant of the need to confirm applications by calling a toll- free number within 10 days.

The bill authorizes the Secretary of State to share voter registration data with other states in order to ensure that individuals are not double-registered. The office of the Secretary of State is also authorized to investigate voter qualifications under Section 115.191, RSMo.

The bill also requires election authorities to remove dead and incapacitated voter names from the registration records within 10 days of notice and allows the Secretary of State's office to perform this function and to inspect and investigate voter records. A violation will be a class A misdemeanor.

The bill requires voting machines to function so that they cannot be directly, electronically connected to any outside network.
