This bill provides that if an elective procedure is postponed or cancelled by a health care facility in any benefit period due to a pandemic for which an emergency has been declared that an enrollee's deductible shall carry over for that benefit period and any subsequent benefit period in which the emergency is still in effect. The deductible shall only reset upon the commencement of a second benefit period following the benefit period in which the emergency ends.
