HB 1056 -- PROPERTY REHABILITATION

SPONSOR: Hardwick

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Veterans by a vote of 12 to 0. Voted "Do Pass" by the Standing Committee on Rules- Legislative Oversight by a vote of 10 to 0.

This bill changes the definition of "organization" to include veteran-owned businesses, in Sections 447.620 through 447.640,RSMo, which allows certain organizations to take possession of and rehabilitate abandoned real property.

This bill also repeals an exception in the definition of "parties of interest" for certain municipalities.

This bill is the same as HB 1510 (2020).

PROPONENTS: Supporters say that by changing definitions in current law, this bill will assist veterans, current members of the National Guard, and communities with abandoned property. By offering veteran-owned businesses the same access as other currently authorized organizations, this will allow veterans and National Guard members the ability to use trades that they have learned in the military to rehabilitate abandoned properties and improve communities.

Testifying for the bill were Representative Hardwick; Missouri National Guard Association; Arnie Dienoff; and Scott Englund, Missouri National Guard Foundation.

OPPONENTS: There was no opposition voiced to the committee.
