HCR 26 -- SOLID WASTE MANAGEMENT COMMITTEE

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Conservation and Natural Resources by a vote of 15 to 0. Voted "Do Pass" by the Standing Committee on Rules- Legislative Oversight by a vote of 10 to 0.

This resolution establishes the "Joint Committee on Solid Waste Management District Operations". The Joint Committee is composed of five members of the Senate appointed by the President Pro Tem and five members of the House of Representatives appointed by the Speaker, with not more than three from each chamber being from the same party. The Joint Committee may hold hearings and prepare a report with its recommendations for any legislative action deemed necessary, for submission to the General Assembly by December 31, 2026, at which time the Joint Committee shall be dissolved.

This resolution is similar to HCR 63 (2020).

PROPONENTS: Supporters say that the Joint Committee on Solid Waste brings all the parties interested in the ways that the Solid Waste Management Districts operate together to discuss recycling efforts across the state and legislative changes necessary to ensure effective recycling policies.

Testifying for the bill were Representative Wallingford and Angela Powell, Missouri Recycling Association and St. Louis Jefferson Solid Waste Management District. There was additional written testimony submitted in support of the resolution.

OPPONENTS: There was no opposition voiced to the committee.
