The following is a summary of the House Committee Substitute for HB 846.

This bill authorizes the Commissioner of Administration to pay the salaries of state officials and employees in biweekly installments from the State Treasury. Currently, salaries for such officers or employees are paid in monthly or semimonthly installments.

This bill is the same as SB 316 (2021) and similar to HB 2353 (2018).

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that this bill helps state employees better budget and manage finances by providing fixed wage periods. The bill particularly helps lower wage positions by ensuring employees can pay their regular expenses. This wage system works better for modern wage programs, so it helps with administration.

Testifying for the bill were Representative Trent; Representative Aldridge; and Arnie Dienoff.

OPPONENTS: There was no opposition voiced to the committee.

Written testimony has been submitted for this bill. The full written testimony can be found under Testimony on the bill page on the House website.
