HB 671 -- OUTDOOR ADVERTISING

SPONSOR: Knight

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on General Laws by a vote of 14 to 0. Voted "Do Pass" by the Standing Committee on Rules- Legislative Oversight by a vote of 11 to 0.

This bill exempts the current $200 outdoor advertising fee and biennial inspection fee for certain highway signs under Section 226.550, RSMo when a sign is displayed by a landowner who also owns the business advertised on the sign and where the business has a physical location within 750 feet of the sign.

This bill is the same as HB 1405 (2020) and HB 159 (2019).

PROPONENTS: Supporters say that this is a narrow bill that helps people who own property on both sides of a road and want to advertise. Essentially, the bill prevents people from having to pay to advertise their business on their own land or near to it.

Testifying for the bill were Representative Knight and Arnie C. Dienoff.

OPPONENTS: There was no opposition voiced to the committee.

Written testimony has been submitted for this bill. The full written testimony can be found under Testimony on the bill page on the House website.
