COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Transportation by a vote of 14 to 0. Voted "Do Pass" by the Standing Committee on Rules- Legislative Oversight by a vote of 10 to 0.

This bill allows drivers, when following certain criteria, to turn left after stopping at a red light on a one-way street.

This bill is the same as HB 1541 (2020).

PROPONENTS: Supporters say that most other states have this rule which is just as safe as the right turn on red rule given the configuration of one way streets specified in the bill.

Testifying for the bill were Representative Basye; Benjamin Ross; and Arnie Dienoff.

OPPONENTS: Those who oppose the bill say that this bill will increase driver confusion over when left turns on red lights are allowed.

Testifying against the bill was Missouri Department of Transportation.
